ZAPDD is a nonpartisan civil society organization which was registered under the Civil Society Act No. 6 of 1995. It was established in 1999 by parents of People with Intellectual Disabilities with a view to redressing marginalization of People with Developmental Disabilities within the social protection system and economic sphere of life. Currently ZAPDD has a total of 2,630 members distributed in 60 branches; 30 in Pemba and 30 in Unguja Island. Target groups are children, youths and adults with intellectual disabilities.

The organization was established to fulfill the following objectives;
To advocate and lobby for inclusive policies and legislations
To promote the rights of PDDs including education, protection and health
To create awareness on inclusion to the society and facilitate empowerment of PDDs and their parents
To work with other organizations (national and international) in order to share ideas and experiences on the plight of People with Developmental Disabilities.
